It is impossible to accurately market the cost of web development because it is a similar question to how long is a piece of string. What I can tell you is that some developers will charge for the initial construction of your website and then announce a monthly hosting/maintenance fee.

Odyssey Consulting's hosting costs are a maximum of £30 a month to a minimum of free of charge.For £30 a month you get a dedicated linux server,  free gets you shared hosting with no more than 15 other websites.
Odyssey Consulting is for small businesses and entrepreneurs who are either in start up or an established business who need a web presence and/or integration of their existing workflows and systems.

I don't like web site portfolios but this site is what you get in terms of functionality for £250 one off down payment plus £10 per per month support/maintenance/hosting fee. Contractually you can cancel when you want.
